transmitting blind on

In a radio communication made by a pilot, it means that he or she is transmitting with a suspected receiver failure—the pilot may be able to transmit but cannot receive. The transmission may also be from one station to another in circumstances in which two-way communication cannot be established but it is believed that the called station might be able to receive the transmission.
